Former Finance Minister Ken Ofori-Atta Detained at Caroline Detention Facility

Former Finance Minister Ken Ofori-Atta is currently being held at the Caroline Detention Facility in Virginia, a former regional jail now used to house immigration detainees under U.S. Immigration and Customs Enforcement (ICE).
The facility, which has a capacity of 336, is currently operating beyond its design limits with an average daily population of 346. Mr. Ofori-Atta is classified among the 226 non-criminal detainees (NCDs) at the center, though the facility also houses 120 inmates classified as criminal offenders.
The detention comes amid a broader increase in enforcement measures under President Donald Trump’s immigration policies, which have kept Virginia’s major detention centers at high occupancy levels throughout 2025.
The Caroline Detention Facility has previously drawn scrutiny for management issues, including a 2023 inspection that cited non-compliance with work program regulations. It is expected that the former minister will remain at the site for at least the next few days as part of the ongoing detention process.
